This seems to conflict with the document headed Legal Exemption to Contact Tracing and Notification to Cease and Desist Contact Tracing which clearly states that Commonwealth Law overrides state law (or, in this case, most probably just regulation) and it’s interesting to note that when this was raised with Woolworths and Coles they both backed down.
